The following error messages can be generated by discard_usage_m.
1004: authentication error
Associated Inputs: auth_key, client_id, client_no
23001: Discard usage completed with some errors
23002: Usage record not found
23005: Usage already discarded.
23003: Usage already billed
23004: Given client_record_id associated with multiple usage records.
